Bike scheme like in London
The idea is to take the system adopted by cities like London and Paris, creating a bike share scheme that would enable people to move freely around the city and to their residences.
Realising the council is under pressure from deficit reduction, this scheme is fairly low cost, with a long term role out plan and resonable sponsorship it doesn't have to become an expensive investment that would eventually pay for itself.
What are the disadvantages of a system like this? and why hasn't this been considered? if it has why was it rejected?
Why the contribution is important
Understandably the city is trying to reduce congestion and this is a model that has proven to work.
This also keeps in line with the city's green movement.

The London scheme is reported to cost the tax payer £11 million a year. Don't forget the council must save £90 million over the next 3 years.
We're looking for original and achievable ideas that can be delivered within our reducing budget or which actually save money.
