Create new civil parishes

Support the Neighbourhood Partnerships to become civil parishes. They would then be legal organisations in their own right, enabling them to raise their own precept, access external grant funding that they don't currently have access to, whilst at the same time having a much greater community led influence on local affairs and what happens within thier own neighbourhoods - True Localism, whilst saving BCC a fortune in administrating the toothless talking shops that the Neighbourhood Partnerships have become.

Why the contribution is important

It would give local people:

  • more power and influence on very local decision making
  • pave the way for the devolution of local services
  • cut out costly BCC procurement proceedure, allowing more locally sourced service provision
  • save BCC a fortune.

    Not sure it would save money, particularly as the powers of such a body would be severely limited, but might enhance local decision-making.

    They are hugely unrepresentative, totally fail communities of interest - especially equalities communities - and fragment voluntary sector support into tiny pots of money scattered across the city. They also substantially increase NIMBY-ism and undermine citywide development, and provide money to affluent areas that is most needed in disadvantaged ones.

    This is not just my view - reviews of them have highlighted their many failings.
