Cut congestion by restricting vehicles access in rush hour

Cities in Latin America restrict the movement of vehicles on certain days by number plate to reduce congestion and improve air quality.  This programme is known as Pico Y Placa (Rush Hour and Number Plate) in Bogota and Hoy No Circula (Don't Drive Today) in Mexico City.  It is cheap to implement and if it is combined with support to help people look at alternate journey planning it can help people to try out other ways of travelling. Although congestions charges are more effective, they are also politically unpopular so this could be a compromise.

Why the contribution is important

It could cut air pollution and will make people explore new ways of getting to work or working from home of certain days.
