Fines for Rubbish not in Bins

Driving to work every morning especially on a Monday, you see rubbish outside Pubs/clubs and restaurants, not only in their bins but piled up all around it because they have run out of room. My idea is to fine these companies because the rubbish then gets kicked around, birds rip bags open and it looks awful and feel sorry for the bin collection staff.

This is a good idea because it will reduce waste all over the streets and improve the look of the city
